The e-mark certification standard system is the market access (type approval) system established by EU according to Technical instructions of motorcycle type approval for all motorcycle products (L-type), but the implementation of this unified system shall be the responsibility of the competent authorities of EU member states. The enterprise can apply for type approval to the competent authority of any state. After they prove that they meet the requirements of the technical regulations and production consistency, they can obtain the type approval issued by the competent authority, and the vehicle products can enter the market of all EU member states (and other countries and regions under the other protocols with EU). The directory of original type approval standards system is shown in Table 1.
In 2009, EU enforced the CAR21 vehicle industry development plan. Since then, the type approval regulations (EU) No. 168/2013 has been subjected to substantial revision. Since January 1, 2016, EU adopted a new motorcycle e-mark certification system. For the new standard system, refer to the directory shown in Table 2. The objectives put forward in the new system for motorcycle is to use one type approval + four related rules and regulations (environmental and drive performance requirements; safety requirements on vehicles; vehicle structure regulation; administrative regulations on type approval) to replace the existing fourteen type approval systems, reclassifying the motorcycles and sharply increasing the safety requirements. It also set the standard and schedule for EU tier 5 emission, and increases emissions test items. The motorcycles with the cylinder volume more than 125 cubic centimeters shall be equipped with ABS wheel lock system and headlamps automatically switched on, as well as safer braking devices.
The E-mark certification is carried out on the basis of the ECE regulations on motorcycle, and its directory is shown in Table 3.
