In October 2010, Russia, Belarus and Kazakhstan signed the Agreement on common norms and rules in technical specifications of the Republic of Kazakhstan, Republic of Belarus and the Russian Federation. According to the agreement, the Customs Union CU-TR certification has been established between Russia, Belarus and Kazakhstan with a unified mark of EAC, and the unified TR technical regulations and product entry requirements have been formulated by the Customs Union.
Before the establishment of the Customs Union, Russia, Kazakhstan and Belarus have their own GOST standard system and certification management system. After the establishment of the Customs Union, they referred to a large number of the European ECE standards and ISO international standards, some of which kept their original European ECE standards or ISO standard numbers.
When applying for motorcycle CU-TR certification, the manufacturers need to submit the documents including application form, product use description, ISO 9001 certificate, product drawings, usage specification, other certificates and related test reports (ECE or EC certificates), product photos or color pamphlets, test reports and factory quality certificate, manufacturer’s business licenses, applicant's business licenses and tax registration certificates, supply contracts and product customs code. The applicants to the Customs Union CU-TR shall be enterprises or entrepreneurs within the territories of Russia, Kazakhstan and Belarus.
